Laem Chabang Power Company Limited (LCP)
LCP is a company organised under the laws of Thailand and established to construct, own and operate a combined heat and power generating facility and associated equipments in Laem Chabang Industrial Estate. LCP’s power plant project resides within the SPP programme implemented by the Thai government to enhance the use of cogeneration of power and heat and/or renewable forms of energy for power production.
The commercial operation of the 105 MW and 50 t/h combined cycle gas turbine power plant was achieved on July 16, 2001, when the Company started to sell 60 MW electrical capacity to EGAT under its 21-year Power Purchase Agreement as well as to industrial factories within the Industrial Estate. Currently, 13 electrical and 6 steam customers have been connected with a total contracted capacity of 102.45 MW electricity and 51.90 tons/hr of medium and low pressure steam have been executed.
LCP was established in April 1997 through a joint development between Imatran Voima Oy of Finland (now Fortum Group) and Sri U-Thong Co. Ltd. of Thailand. The company executed a 21-year 60-MW Power Purchase Agreement with EGAT in January 1998 and began construction in October of the following year. A 21-year Gas Supply Agreement was also signed with the fuel supplier, the PTT Public Co. Ltd. in December 1999. Water is supplied by the Industrial Estate Authority of Thailand (IEAT) who also leases the land for the project. The project received an investment promotion privileges from the Office of the Board of Investment (BOI) receiving among others an 8-year 100% plus another 5-year 50% reductions in corporate income tax.
Upon its commercial operation in July 2001, the Operation and Maintenance of the plant is vested with Fortum O & M Thailand Ltd., a subsidiary of Fortum Group. In December 2002, Fortum Group handed over full ownership of LCP to Sime Darby Berhad of Malaysia. However, operation and maintenance services is still handled by Fortum O & M Thailand Ltd. In August 2006, Sime Darby Berhad has fully taken over the operation of the plant from Fortum O & M Thailand Ltd. Sime Darby Berhad renamed the operation and maintenance company as Sime O & M Thailand Co. Ltd. and since then has been running the plant with excellent performance record. In fact, in April 2008 both LCP and Sime O & M Thailand Co., Ltd. have simultaneously achieved ISO 9001:2000, ISO14001:2004 and OHSAS 18001:2007 certifications demonstrating their commitment to quality in business management, care for the environment and ensuring a safe and healthy workplace for the employees.
The Power Plant and its’ Facilities
The fuel, natural gas, for the power plant comes via a three-km long 12” underground pipeline, which is connected to the PTT 28” main gas pipeline. There is a metering and pressure reduction station (“M/R station”) situated inside the power plant premises. The gas pipeline is owned by PTT, but the M/R station is owned by the Company. Back-up power supply is provided by PEA through the same 115-kV bus bar that LCP sells power to EGAT. In the event of a forced outage, back-up power from PEA automatically comes in to serve the industrial customers.
Distribution Network
Electrical energy sales to EGAT is sold via a 115-kV underground transmission line through a nearby sub-station operated by the Provincial Electricity Authority (PEA). Meanwhile, electricity is sold to industrial factories through a network of 115-kV and 22-kV power cables running throughout the Laem Chabang Industrial Estate. Steam energy is sold at medium and low pressures through a network of pipelines around the estate. Two steam pipelines, a 23-bar 10” diameter pipeline and a 10-bar 14” diameter pipeline delivers steam to the customers. Additionally there is a 3” condensate return pipeline from one medium pressure steam customer.
Sime LCP Power Company Limited
Sime LCP Power Company Limited is a company organised under the laws of Thailand, established in December 2005 to construct, own and operate a combined heat and power generating facility and associated equipments in Laem Chabang Industrial Estate.
Sime LCP’s power plant project is an independent cogeneration plant aimed to supply reliable and efficient electricity and steam to industrial factories within the estate. The power plant started its construction in October 2006 and is expected to commence commercial operation in October 2008.
The 55MW e cogeneration plant has been developed to augment the generating capacity of the existing Laem Chabang Power Plant in serving its industrial customers.
Currently, Sime LCP power plant is under construction, undertaken by a consortium of Sime Engineering Sdn. Bhd. (Malaysia) and Mitsui & Co., Power Systems (Japan) as main equipment suppliers and Thai Jurong Engineering Ltd. (Thailand) as civil works contractor. Fuel supply contract has been executed with PTT Public Co. Ltd. in April 2008, supplying gas on a 21-year term via a gas pipeline extension from LCP power plant. Water supply is provided by the Industrial Estate Authority of Thailand (IEAT) through a 25-year agreement. IEAT also leases the land for the project.
The Sime LCP power plant project received investment promotion privileges from the Office of the Board of Investment (BOI) receiving among others an eight year 100% plus another 5-years worth of 50% reductions in corporate income tax as well as import duty exemption on promoted machineries.
Sime LCP and Laem Chabang power plants are integrated together in such as way as to provide a back-up to other both for electricity and steam supply. This raises the reliability of supply to the customers of both plants in the event of disturbances.
