Sime LCP Power Co Ltd (SLP)

Introduction

Sime LCP Power Co Ltd (SLP) is a company organised under the laws of Thailand, established in December 2005 to construct, own and operate a combined heat and power generating facility and associated equipments in the Laem Chabang Industrial Estate.

Sime LCP’s power plant project is an independent cogeneration plant aimed to supply reliable and efficient electricity and steam to industrial factories within the estate. The power plant started its construction in October 2006 and commenced commercial operation on 20th February 2009.

The 60MW cogeneration plant has been developed to augment the generating capacity of the existing Laem Chabang Power Plant in serving its industrial customers.

Sime LCP power plant achieved its Commercial Operation Date (COD) on 20 February 2009 after 28 months of construction. The construction was undertaken by a consortium of Sime Engineering Sdn Bhd (Malaysia) and Mitsui & Co, Power Systems (Japan) as main equipment suppliers and Thai Jurong Engineering Ltd (Thailand) as civil works contractor. Fuel supply contract has been executed with PTT Public Co Ltd in April 2008, supplying gas on a 21-year term via a gas pipeline extension from LCP power plant. Water supply is provided by the Industrial Estate Authority of Thailand (IEAT). IEAT also leases the land for the project.

The Sime LCP power plant project received investment promotion privileges from the Office of the Board of Investment (BOI) receiving among others an eight year 100% plus another 5-years worth of 50% reductions in corporate income tax as well as import duty exemption on promoted machineries.

Sime LCP and Laem Chabang power plants are integrated together in such as way as to provide a back-up to each other both for electricity and steam supply, raising the reliability of supply to customers of both plants in the event of disturbances.

Technical Overview

The Sime LCP power plant consists of one PG 6581 B (Frame 6B) gas turbine, one unfired Notter Erikson heat recovery steam generator, one Siemens steam turbine and auxiliaries necessary to comprise an operational power plant. The maximum electrical output is around 55MW in full condensing mode. The maximum steam production capability is 20 tons/hr in medium and 25 tons/hr in low pressures.

The fuel, natural gas, for the power plant is conveyed via a three-km long 12” underground pipeline, which is connected to the PTT 28” main gas pipeline. There is a metering and pressure reduction station (M/R station) situated inside the LCP power plant premises beside an existing M/R station for LCP.

Back-up power supply is provided by LCP and/or PEA. In the event of a forced outage, back-up power from either LCP or PEA (in case LCP is not available) automatically comes in to serve the industrial customers.
